This article was published in the July/August issue of Internationale Politik and is available at http://www.internationalepolitik.de. It examines the impact of greater economic openness and policy interdependence among countries on the rationale for international cooperation and the resultant change in the role and functioning of the state. It suggests that the conventional Westphalian state is increasingly transforming itself into an intermediary state, a state that brokers between domestic and foreign concerns and seeks to nest national policy in internnational policy frameworks as is evident from the growing trend towards crossborder policy harmonization. International policy demands and national policy efforts increasingly move in tandem. Comments on this article are welcome, especially comments on the concept of the intermediary state.
